Summary of position:
The Head of Strategic Sourcing & Workplace, APAC based preferably in Hong Kong, reports to the COO, APAC. Main responsibilities include to:
- Develop of regional strategies, continuous improvement, streamlining and enhancement of processes and upgrade of procedures, for both the procurement and Workplace practices, policies and systems as well as develop long term Procurement and Workplace Transformation Strategies;
- Lead the Procurement and Workplace teams and operations in APAC to ensure all procurement and workplace activities are performed in accordance with the Bank’s Standards & Policies and our global programs, such as optimize our real estate footprint or rolling out the global norms for Flex ways of working;
- Focus on the business strategy, stakeholder engagement, talent development, and data analysis;
- Ensure that laws and regulations are respected and protect the Bank from Financial Crime, notably vis-a-vis Financial Bribery & Corruption provisions, Anti Money Laundering provisions, including European laws, regulations and guidelines, as well as Asian specific texts;
- Ensure compliance of vendor management practice in line with EBA guidelines, DORA and any further European regulation, as well as vendor risk focused regulations in Asia; a particular attention to outsourcing risk is expected.
- Protect the Bank best interest in terms of commercial and contractual aspects, ensuring that all due diligences are performed to ensure fairest contractualization; always aim at negotiating best terms for the Bank
- Continue to centralize all Procurement activities including tendering of indirect Procurement and Strategic Sourcing on Real Estate, Corporate Services, IT and Non-IT Services, IT (Hardware/Software/Infrastructure/Telecom), Banking ;
- Responsible for the relationship with the H/O Global Procurement Team “BPCE/Achats” and the Workplace international filiere, including detailed reviews and confirm all internal recharge and cost allocations are in line and agreed when required;
- Continuously explore suitable vendor selection options with the goal to achieve real savings from contract negotiations and/or vendor consolidations; and continue to build and negotiate preferred partnerships with key suppliers;
- Create synergies with other Groupe BPCE entities where relevant, for both Procurement and Workplace , first in the region and them beyond APAC.
Main Responsibilities:
Procurement & Workplace Operations
- Serve as the central point of contact for the Business regarding Global Procurement framework – maintain relationships with Management, Business Owners and subject matter experts to understand the operation and procurement requirements;
- Responsible to lead the Lease negotiations with Landlords, build the relocation projects business cases;
- Ensure all purchases conducted within APAC strictly adheres and complies with all aspects of the APAC and Global Purchasing Policy in the Head Office (H/O);
- Ensure seamless & efficient workplace operations in-countries for Facilities Management, Corporate Services, Logistics and Physical Security and Safety matters, maintain good relationship with the Building management, align the processes and guidelines;
- Lead Competitive Analysis of all types of RFPs, Request for Quotes/Bids.
- Support regulator’s requirements in every country as required.
- Participate in the development and delivery of best-in-class sustainability and wellness objectives, including carbon footprint reduction, zero waste, and other resource conservative initiatives.
Tools & Innovation
- Implement and make evolve the Group sourcing solutions in APAC; develop local solutions when and where necessary to augment efficiency, risk control and auditability
- Continuously assess each contract and consulting agreements and conduct market benchmarking to ensure the best cost position for the Bank;
- Conduct data spend analysis or vendor replacement recommendations for the Business, as required to enhance synergies cross functions and countries.
- Implement Workplace Solutions to enable the Agile way of working; tracking solutions to monitor presence in the office in collaboration with D&T and other stakeholders;
Vendor Management
- Ensure compliance with all aspects of the Bank’s Vendor Management Policy – facilitate / coordinate vendor registration, due diligence, Business Partners Suitability, including adhering to policies related to Business Continuity Planning, Essential Outsourcing Services, Anti-Bribery Corruption, Anti-Money Laundry, “Barnier” and Regulatory policies imposed by Compliance, etc. Conduct ongoing monitoring, supervision, and reporting, as stated in the Vendor Management Policy;
- Accountable for the Vendor’s onboarding process (Know Your Supplier) and performance Reviews in oversight vis a vis the KYS team in Natixis Portugal,
- Create and maintain vendor documentation repository, including, but not limited to, contracts, legal agreements, internal due diligence questionnaires and reviews, credit ratings, vendor performance assessments, exemptions/exceptions, and relevant correspondences;
- Develop and maintain front and back supplier relationships to facilitate communication, optimize negotiations, and promote the Bank’s reputation;
Governance
- Define and implement the APAC Procurement Policy, raise awareness, in line with global procurement and compliance policy norms and standards to be enforced across APAC locations;
- Operate as the liaison cross-functionally for all Workplace Services initiatives in the Region (Facilities management, Real Estate projects, Corporate Services and Physical Security/Safety)
- Ensure all the Group entities are located together in the same premises, when possible;
- Spend and Budget management (OPEX/CAPEX)
- Develop dashboards on the APAC Spend, Savings, Operations, Green KPIs
Required Skills:
- Bachelor’s degree or higher;
- Minimum 15 years of proven sourcing experience ideally in banking or financial institutions;
- Strong experience in leading a Procurement function within APAC region with strong data management standards; exposure to Real Estate management topics is a plus
- Strategic and operational mindset with strong analytical, influencing mindset, coupled with transformation experience
- Knowledge of procurement key analytics, sourcing management, supplier relationship management, and contracting skills; with significant achievements in cost control savings and contract consolidation process;
- Must be a Fact-based decision maker, pragmatic, resourceful, proactive and self-initiator;
- Detailed oriented and possesses proficient analytical and problem-solving abilities;
- Strong Leadership, stakeholder management, coaching, innovator and change management skills;
- Strong knowledge base in IT purchases, banking related vendors and contracts, Brokerage fees negotiation experience is a plus;
- Must be professionally proficient in French (native speaker is a plus) and English
- Strong written/verbal communication and presentation skills with proven capacity to influence at C-suite level
- Competent in the use of Microsoft Office suite, particularly in Excel and data analytical tools/applications
